In a significant move, the Biden administration has expanded gender options for immigrants seeking naturalization in the United States. Alongside traditional male and female designations, immigrants can now select “X” as a third gender option.
A statement from the U.S. Citizenship and Immigration Services announced the update to Form N-400, Application for Naturalization, introducing the “X” gender option, defined as “Another Gender Identity.”

Starting from the April 1, 2024 edition of Form N-400, immigrants filing for naturalization will have the choice of selecting “X” as their gender option, marking a progressive shift in immigration policy.
The decision reflects a broader effort to accommodate individuals who identify beyond the traditional binary genders. The Washington Times noted that this change provides immigrants with an alternative option for those who do not identify strictly as male or female.

The State Department expressed its commitment to inclusivity and equality, stating that the addition of a third gender option aligns with efforts to promote the rights and dignity of LGBTQI+ individuals. This move aims to ensure accurate identity documentation and biographical data, bringing USCIS practices in line with federal and state agencies that have already adopted similar gender policies.
Moreover, the State Department highlighted its own initiatives, such as expanded passport services offering a gender “X” option, as part of broader efforts to accommodate diverse gender identities in official documentation.
