US intelligence sought cooperation from foreign spy agencies to surveil 26 associates of Donald Trump ahead of the 2016 election, sparking claims of collusion between the former president’s campaign and Russia, as per a report.

Former CIA Director John Brennan reportedly designated and presented these targets to intelligence-sharing allies within the “Five Eyes” group ”“ the US, UK, Canada, Australia, and New Zealand, according to a report published on Michael Shellenberger’s Public Substack.

While the report from independent journalists Shellenberger, Matt Taibbi, and Alex Gutentag awaits official confirmation, it draws upon multiple unnamed sources, including those close to the House Permanent Select Committee on Intelligence, led by Rep. Mike Turner (R-Ohio).

Turner’s office did not respond to requests for comment from The Post.

Allegedly, the US intelligence community identified these 26 Trump associates as individuals to “bump” ”“ to establish contact or manipulate. “Bumping” is a term in intelligence jargon referring to manufacturing reasons to interact with targets of interest to develop relationships potentially yielding intelligence.

The British Government Communications Headquarters (GCHQ) reportedly engaged with Trump associates as early as March 2016. Contacts were made across various countries, including the UK, Australia, and Italy, according to sources.

However, a GCHQ spokesperson dismissed claims of conducting “wiretapping” against the then president-elect as baseless.

The purported intelligence on the surveillance effort is said to be housed in a significant dossier, allegedly ordered for declassification by Trump but its current whereabouts remain unknown.

The Trump campaign and the CIA did not respond to inquiries from The Post.

Warrantless surveillance of US persons is explicitly prohibited by US law. Former FBI lawyer Kevin Clinesmith received probation in 2021 after admitting to falsifying an email to renew a wiretap against former Trump campaign adviser Carter Page.

Last March, Special Counsel John Durham concluded that the FBI’s investigation into alleged collusion was “seriously flawed” and lacked evidence after a four-year review. The FBI stated it had implemented numerous corrective measures since then.

In 2022, Taibbi and Shellenberger were involved in publishing the Twitter Files, exposing how the social media platform’s previous management aimed to silence dissenting voices and suppress news stories like The Post’s reporting on Hunter Biden’s laptop.
